Delivery and Performance Specialist

About the role

UNDP Bhutan is recruiting a Delivery and Performance Specialist to join the Delivery Unit (DU) under the Prime Minister's Office, which was set up to implement the Bhutan 21st Century Economic Roadmap and the 13th Five Year Plan. The specialist will be the core engine of the DU's performance management and analytical functions, turning the 10X ambition into measurable KPIs, real-time dashboards and structured delivery routines. The role reports to the Director General of the Office of the Cabinet Affairs and Strategic Coordination and the Director of the Office of the Prime Minister, and is supervised by the Programme Analyst, Governance and Advocacy at UNDP CO.

Key responsibilities

• Lead the design, operation and continuous improvement of the DU's performance management system, data analytics and dashboards for priority projects under the 21st Century Economic Roadmap.
• Design and operationalize the performance management framework, including KPIs, milestones, trajectories and delivery scorecards for priority projects.
• Support the development of sectoral 10X project blueprints and give performance-management inputs to sectoral roadmaps, KPIs and delivery plans.
• Work with the Bhutan Innovation Lab to turn Entry Point Project blueprints into operational delivery plans, performance monitoring frameworks and implementation tracking mechanisms.
• Build and maintain live dashboards and visualization tools (Power BI, Tableau or similar) to track progress of priority projects, with regular reporting to the National Steering Committee, Technical Steering Committees and the Prime Minister.
• Track implementation progress, surface bottlenecks and provide the data and evidence needed for the National Steering Committee and lead agencies to course-correct in real time.
